Bryan Foley is a convicted federal bank robber (BOP #39861-039), confirmed by A2Indy. He serves as Vice President of Supreme Felons Inc., which received $1.2 million in Washtenaw County ARPA funds. He sits on the Ypsilanti Downtown Development Authority (YDDA) board. He serves on the Community Violence Intervention (CVI) Committee at the Washtenaw County Sheriff's Office. He is running for Ward 1 City Council of Ypsilanti in the August 4, 2026 primary, challenging incumbent Me'Chelle King.

Supreme Felons Inc. — Vice President Foley has identified himself publicly as Vice President of Supreme Felons Inc., using first-person plural ("us," "we") in social media posts about the organization and tagging CEO Billy Cole directly. Cole is a convicted murderer who was on parole when the county awarded the $1.2M grant. Co-founder Alan Fuqua is a registered sex offender.

April 25, 2026 Facebook Post Foley posted a lengthy public Facebook defense of Supreme Felons, citing a University of Michigan impact evaluation as vindication against "purposeful falsehoods, lies, misinformation, misrepresentations" from critics. The U of M report does not mention Cole's murder conviction, Fuqua's sex offender registration, Foley's bank robbery conviction, the IRS revocation, the fabricated school partnership claims in the grant proposal, or the 56% rise in violent crime in the target zip codes during the grant period. Foley's post acknowledged lawsuits against the organization had proceeded "to the Appellate Courts of Law" — and he described himself as a party ("against us").

YDDA Board Foley serves on the Ypsilanti Downtown Development Authority board — a public body that manages downtown development funds — while simultaneously serving as Vice President of an organization that received $1.2M in public funds and is the subject of ongoing press investigations and court proceedings.

CVI Committee — Washtenaw Sheriff Foley serves on the Community Violence Intervention Committee at the Washtenaw County Sheriff's Office — the same law enforcement body that employed Supreme Felons CEO Billy Cole simultaneously while Cole was collecting an $82,000+ annual salary from the ARPA grant.
